Stillwater council puts wedding plans in limbo

A wedding party's request to play music on Stillwater's library terrace beyond what the city typically commits was denied Tuesday night, putting their plans and many others limbo.The request also managed to rekindle a long-running debate about events at the library and their impact on the surrounding neighborhood.

Stillwater Councilman Mike Polehna made a motion to deny the request, which was unanimously approved."This (decision) should have happened last fall. I don't want to string you along. That's not fair," Polehna said at the meeting.

The vote left the wedding party, for the time being, unable to play music on the terrace beyond 10 p.m. The group had asked the city to let a live band play on the terrace from 8 p.m. to 11:30 p.m. during their June 6 wedding reception.

The noise issue was heavily debated in May and the council planned to revisit it in the fall. Because of an administrative and council oversight, it was not discussed until Tuesday night. Stillwater Mayor Ken Harycki said the library is in a difficult position - on one hand the city has asked the library to raise extra funds to help deal with financial problems. Per the council's request, the library booked more weddings. However, the move upset some neighbors who complained about the music.

For one neighborhood representative, Tim Paskvan, the council should do what is fair and move the music off the terrace after 10 p.m. and into the library."The drinkers, they don't care where there at," Paskvan said. "I think we can settle this tonight."Library event director Anne Young said capacity inside the library is between 100 to 120 people, not large enough to support the number of people who generally attend receptions.

Paskvan said his property values decrease with loud music and he wanted the council to find a compromise. Trent Ogren, the groom of the wedding, told the council having the opportunity for an outdoor reception on the terrace was a significant reason why they chose the library. He did not return a phone call seeking comment on this story.

Up next, the council will hold a meeting on the topic at 4:30 p.m. on Feb. 3. Residents who live near the library are encouraged to attend."I think it's important to notice the entire neighborhood," Harycki said.Stillwater Library Director Lynne Bertalmio did not return a phone call before press time for this story.
